My definition of the genetic program is : something which pre exist (by transmission) and build the organism.
The problem is that none of the more rigorous definitions you proposed can apply in biology to explain what the program is supposed to do. What is your definition and how does it apply to biology ?
Concerning your proposed experiment :
Initially indeed the program was thought to be located in the sky of DNA, now :
"nobody can determine
where the program is located (probably everywhere in the sky between DNA and
cytoplasm)"
