I am a supporter of the "no need for the program", which is not the
prevalent view.
The problem is that it is difficult to conceive heredity or development without
it, except by using models we like in HBG (see the references section) :)
Most development biologists use it. Atlan says it is a metaphor, but in its
most recent writing he mostly discussed whether the program is in the DNA or in
the cytoplasm (remember : where is the creator ?)
